As SATs week approaches, the volume of discussion among headteachers significantly increases. In the past month alone, our community has highlighted recurring concerns around logistics, roles, and responsibilities during the administration of national assessments.
This blog summarises the most frequently raised issues from our Facebook group—alongside guidance based on DfE, STA, and Ofsted policies—to help headteachers navigate SATs with confidence and clarity.
Can Ofsted Inspect During SATs Week?
A number of headteachers have asked whether Ofsted can visit during the SATs window. While inspections are not routinely scheduled for this period, they can occur. Ofsted's inspection deferral policy notes that schools may request a delay in exceptional circumstances, and SATs week may qualify depending on the specific context.
Headteachers are advised to contact the Ofsted regional team immediately upon receiving notification if SATs would be significantly disrupted.
Key Guidance: Refer to Ofsted's published inspection deferral criteria for details on how to make a formal request.
Should the Headteacher Be On-Site During SATs?
Several queries have been raised about whether the headteacher must be present throughout the week. While there is no legal requirement for the head to be on site at all times, they are ultimately responsible for test security and correct administration.
The Standards and Testing Agency's (STA) guidance expects the headteacher to oversee procedures or to formally delegate this responsibility to a named senior leader. In the event of absence, this delegation must be clearly documented.
Recommendation: Ensure the local authority is informed if the headteacher will not be present and that the deputy or acting lead has clear authority and understanding of all protocols.
Delays or Concerns with SATs Materials
Some posts referenced delays in receiving KS2 test papers. STA guidance is clear that materials should arrive at least five working days before the start of SATs. Any delays or missing materials should be reported immediately to the STA and/or local authority assessment team.
Schools should also check all deliveries against the inventory provided and keep a secure record of receipt and storage.
Action: Contact the national curriculum assessments helpline if materials are incomplete or delayed.
Pupils Unable to Sit SATs Due to Illness
Concerns have been raised about how to manage cases where a Year 6 pupil is too unwell to sit the tests. Headteachers are not required to enter children who are medically unfit, and these pupils can be marked as 'B' (absent) on the test attendance register.
This must be documented appropriately using the Headteacher's Declaration Form, ideally with supporting evidence where possible.
Clarification: Absence due to illness will not negatively affect school performance data but must be recorded in line with STA protocols.
Protocol Breaches and New Headteacher Queries
Newly appointed headteachers have sought advice after encountering potential SATs protocol breaches. In all such cases, immediate transparency is essential. Any issues must be reported without delay to the local authority's moderation team using the appropriate incident reporting forms.
The STA takes test security seriously. Prompt and open reporting demonstrates professional responsibility and supports a fair outcome for the school.
Procedure: Use the Key Stage 2 Test Incident Form and maintain a detailed log of all relevant events and actions taken.
Summary
These discussions reflect the real, on-the-ground challenges school leaders face during SATs week. The key is preparation, communication, and adherence to guidance. From securing papers to supporting staff, the role of the headteacher is critical to maintaining confidence and integrity throughout the process.
