Executive Summary
Ofsted has announced major reforms to its inspection framework, aiming to improve fairness for professionals, provide clearer information for parents, and raise standards for children.
From November 2025 (and January 2026 for ITE and non-association independent schools), key reforms include:
- A new 5-point grading scale with an “exceptional” grade.
- New-look report cards with clearer narratives.
- A dedicated inclusion judgement to highlight provision for vulnerable learners.
- Greater focus on professional well-being and workload.
- More frequent early years inspections (every 4 years, not 6).
These reforms follow the “Big Listen” consultation and a 12-week consultation (Feb 2025) with 6,500+ responses.

3. Focus on Inclusion and Vulnerable Learners
- New Inclusion Evaluation Area: Judgement on provision for SEND, disadvantaged pupils, and children known to social care.
- Chief Inspector Martyn Oliver: “Disadvantaged and vulnerable children are at the heart of these reforms.”
4. Professional Well-being and Workload
- Collaboration: Additional inspectors to share workload and foster dialogue.
- Well-being Check: Leadership judged partly on staff well-being support.
- Shorter inspection days capped to reduce burden.
- Context-sensitive approach to reflect each school’s unique circumstances.
5. Consistency and Fairness
- Full-time HMIs will lead more inspections.
- Consistency programme: Senior inspectors shadowing visits.
- Extra resources and training for inspection teams.
- Parental Engagement Priority: Schools cannot achieve “exceptional” without strong parental involvement.
Implementation Timeline
- Autumn 2025 (first half): No routine inspections in state schools or FE (training phase).
- 10 Nov 2025: New framework applies to early years, state-funded schools, FE & skills.
- Dec 2025: Routine inspections restart (volunteers first, then phased).
- Jan 2026: Applies to ITE and non-association independent schools.
- Christmas week 2025: No inspections (training period).
Implications for School Leaders
- Strategic Planning: Governors and SLTs must be ready for the new “report card” format and ensure parental engagement strategies are strong.
- Inclusion Audit: Schools should evaluate SEND, disadvantaged pupil support, and safeguarding provision ahead of inspections.
- Workforce Strategy: Demonstrate concrete well-being and workload reduction measures for staff.
- Inspection Readiness: Expect increased scrutiny but with more collaborative, consistent inspector practice.
- Communications: Prepare to explain the new grades and “exceptional” standard to staff and parents.
Risks of Misinterpretation
- New grading language may cause confusion (“expected standard” ≠ current “good”).
- ‘Exceptional’ grade is not an automatic “outstanding” equivalent – it denotes sector-leading practice.
- More frequent inspections do not mean harsher judgments but greater opportunities to demonstrate improvement.
